Methodology note: 2025 production from Chapter IV (datos.energia.gob.ar), 2025 reported vented gas (SESCO) and 2025 flaring by site (World Bank GFMR). Scope 1 is partial: CO₂ from flaring (2.693 t per thousand m³) and CH₄ from venting (0.667 t per thousand m³, GWP100 = 29.8 per IF-2026-00937453). Scopes 2 and 3 by operator and compliance status are not shown: there is no public source. The first provincial report is due in September 2026.

Why report here
Res. 258/25 and Disp. 1/26 require every operator to file its annual greenhouse gas inventory with the Climate Change Undersecretariat. The first report, covering the 2025 inventory, is due in September 2026. That filing status is not public today. Publishing your own figures here lets anyone see them next to the estimate built from public data (World Bank and Energy Secretariat).
How it works
  1. Enter the period’s data and calculate.
  2. Add a company contact and submit the report.
  3. Fundación RAWE writes to that contact to confirm the data and clarify differences.
  4. Once confirmed, it appears in the Operators table as data reported by the company.
Publishing is voluntary and does not replace filing with the province. The contact is never published.

Scope 1 · Direct emissions by segment (mandatory)
Enter the tonnes of each gas from your inventory, as Disp. 1/26 requires (level 2 or higher). If a segment has no data in tonnes, you can calculate it from volumes: it will be flagged as “calculated with factors”.
Combustion (stationary and mobile)
I don’t have tonnes: calculate from volumes
CO₂: diesel 2.677 t/m³ · gas 1.913 t per thousand m³
Venting
I don’t have tonnes: calculate from volumes
CH₄: 0.667 t per thousand m³ vented
Flaring
I don’t have tonnes: calculate from volumes
CO₂: 2.693 t per thousand m³ flared (IPCC 2006)
Fugitives
From the leak detection and repair (LDAR) program or by equipment population (Disp. 1/26, section 4.1). The tool does not estimate them: a generic factor would be level 1, which the rules do not allow.
Other (unplanned venting and more)
Scope 2 · Purchased electricity (mandatory from the 2026 inventory)
Location-based method with the CAMMESA grid factor set by the Disp. 1/26 annex
Scope 3 · Optional (not required by the rules)
Fill in the form and press Calculate
The result by scope and the option to publish it will appear here
How it fits together: national Law 27,520 sets minimum standards for the whole country. Provincial Law 3454 was enacted in line with it and names the Environment Secretariat as the enforcement authority. On that basis, Res. 258/2025 creates the oil and gas monitoring program and Disp. 1/26 of the Climate Change Undersecretariat sets how operators report.

Argentina’s national GHG inventory (INVGEI)
National GHG inventory. For Scope 2, the provincial procedure requires CAMMESA’s grid factor (location-based).
GHG Protocol / ISO 14064
International reporting standards. The provincial procedure uses Scopes 1 and 2; Scope 3 is not required.
The province combines climate planning (Law 3454), a mandatory monitoring and reporting program for the oil and gas sector (Res. 258/25 and Disp. 1/26) and international cooperation to detect methane. Each card shows its status and links to the source. Status as of 09/29/2026.
Argentina joined the Global Methane Pledge (COP26): a 30% global reduction in methane emissions by 2030 from 2020 levels.

Data
• 2025 production by operator and area: Chapter IV, National Energy Secretariat (datos.energia.gob.ar, CC BY 4.0).
• 2025 reported venting: SESCO, gas balance, vented gas, National Energy Secretariat (datos.energia.gob.ar, CC BY 4.0).
• Flaring 2013–2025: World Bank, Global Flaring and Methane Reduction (GFMR), volumes estimated by site from VIIRS satellite imagery (worldbank.org).

Calculation factors
• CO₂ from flaring: 2.693 t per thousand m³ flared (IPCC 2006).
• CH₄ from venting: 0.667 t per thousand m³ vented. CH₄ GWP100 = 29.8, set by annex IF-2026-00937453 of Disp. 1/26 (IPCC AR6).
• Calculator: N₂O GWP100 = 273 (IPCC AR6). Power grid: 0.2169 t CO₂/MWh, average of the 12 monthly values for 2025 of CAMMESA’s “unit emissions of supply” (Monthly Summary Report, supply basis). It is the method IF-2026-00937453 sets for Scope 2 of the 2026 inventory. It is recalculated only when CAMMESA publishes a full year.
These are the same sources as the Vaca Muerta Emissions Observatory. They are checked again every week; each agency publishes on its own schedule (the World Bank, once a year).
The data are estimates from public sources. The official report to the Climate Change Undersecretariat must use direct measurements and independent verification, per Disp. 1/26.
Calculation criteria and changes

Decisions made where the source or the rules leave more than one option, with the reason.

Current criteria
Grid emission factor (Scope 2): simple average of the 12 monthly factors for 2025 published by CAMMESA (0.2169 t CO₂/MWh). IF-2026-00937453 literally asks for “an average of all the grid’s monthly emission factors for the previous year”, so the energy-weighted average (0.2189) is not used, although the difference is around 1%. The year before the inventory is used because that is what the IF formula sets (energy of the reported year times the previous year’s factor).
Grid factor updates: it is recalculated automatically, in the weekly update, when CAMMESA publishes a full year. Before using it, each monthly value is checked to equal thermal emissions over total supply and the result must be in a reasonable range; if anything fails, the previous value is kept.
Scope 1 by operator: it is partial. It adds only CO₂ from flaring and CH₄ from reported venting, because they are the only emissions with a public source by operator. Scopes 2 and 3 by operator are not shown.
What data is stored: the calculator runs in your browser. Something is sent only if the operator chooses to publish its report: the inventory and a company contact are stored. Fundación RAWE confirms the data with that contact before publishing it, and the contact is never published.
Block map: the basemap is a Neuquén extract of OpenStreetMap (via Protomaps) hosted with the site, with detail down to city level. It does not depend on third-party services that may change their terms.
Change log
09/29/2026 · Voluntary reporting: operators can publish their official inventory by segment and gas from the calculator. The tool no longer estimates fugitives or Scope 3, and a bug that multiplied fugitives by a thousand was fixed.
09/29/2026 · The grid factor changed from 0.3215 t CO₂/MWh (a value with no verifiable source) to CAMMESA’s, per IF-2026-00937453. The calculator’s Scope 2 drops in the same proportion.
09/29/2026 · Overview charts show the source and calculation factor on hover. “Data sources” was rewritten with the sources actually used.
09/29/2026 · The block map dropped CARTO, which started requiring an access key and had left the map without a basemap.
09/29/2026 · The data upload to the previous version’s database (Firebase) was removed. It was not used and stored no records.
